General Description JOIN OUR TEAM AS A DEVELOPMENT SERVICES ANALYST III This position will be responsible for the direct support of the Development Services branch software and technology initiatives. This is a professional and strategic job responsible for performing analysis, design, testing, implementation, and management of Accela, Digital Plan Room, third party Payment Adapter and/or any other third-party application that integrates with or depends on Accela, consistent with the overall design of the branch's application systems architecture based on customer requirements.Essential Job Functions

Job overview

The role handles eliciting and documenting business requirements, to-be processes, and detailed functional specifications using various standard and adaptive processes for Accela implementation requests.
This role is accountable for business analysis, workflow design, workflow documentation, and day to day application support.
The position works with all County Departments, Accela, and Accela/Partner project management team to ensure that the business analysis and system configuration activities meet customers' business requirements.
Keeps all assigned enterprise applications operational, up-to-date and optimized by recommending and drafting standards that promotes a sustainable enterprise application environment.
Provides production support functions and issue resolution for existing enterprise level applications.
Creates relevant technical knowledge base articles relating to Accela software.
Assists in training on application enhancements, configuration, modifications, integration, new features application, and best practices.
Establishes and maintains working relationships with employees, agencies, vendors, industry experts and the public.
Knowledge of the principles, techniques, and methodologies of quality management, application support and customer support.
Provides business process analysis working with subject matter experts to configure Accela and create reports - ex: Power-BI.
Presents recommendations regarding Accela system best practices and business process efficiency improvements.
Ability to coordinate the activities or tasks of people and/or groups; experience establishing and working with clients.
Ability to successfully capture business process knowledge and requirements through interviews and joint application development (JAD) sessions.
Skilled in software development lifecycle principles and methodologies.

Knowledge, Skills and Abilities
Functional business analytical skills focusing on process and procedure.
Strong working knowledge of Accela-Accela Civic Platform Administration, Accela Civic Platform Event Manager Scripting, Accela ERD, Accela Mobile, Digital Plan Room.
Strong working knowledge in SQL with the ability to write complex queries, create dashboards and run metrics and analytics to improve business operations and efficiency.
Working knowledge of Crystal and SSRS and other relevant reporting tools.
Minimum Requirements PHYSICAL SKILLS/WORKING CONDITIONS: Ability to lift and/or move up to 25lbs. and also push or pull heavy objects. may use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessive heavy objects. Ability to operate a keyboard. Ability to communicate effectively using verbal, written and visual communication.EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in computer science, information technology, business or a related field and six (6) years of experience as described above OR graduation from an accredited college or university with an Associate degree and eight (8) years of computer systems coordination, management, and project management experience that includes two (2) years of responsible technical supervisory experience including management training; or knowledge about Accela and its related applications. Knowledge of the Land Management process and its various roles and responsibilities as it pertains to local county government.LICENSE, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
