What you'll do

is to lead and strengthen the district's human resources function by developing and implementing strategic initiatives that attract, retain, and support a high-quality workforce. This includes demonstrating the ability to employ a "Grow Your Own" (GYO) staffing model as a strategic workforce development approach to cultivate a sustainable talent pipeline from within the district and surrounding community. Through data-driven decision-making and aligned HR practices, this position ensures that staffing efforts directly support organizational effectiveness and improved student outcomes.Essential Functions
Develops and implements long-range (five-year) goals aligned to district priorities, with annual benchmarks and continuous monitoring of progress
Serves on the Superintendent's extended leadership team and participates in assigned committees and councils
Acts as a strategic partner in district planning, ensuring alignment between organizational goals and human capital strategies
Translates district strategic and operational plans into actionable Human Resources priorities and initiatives
Evaluates the impact of long-term programs, strategies, and regulatory changes on workforce effectiveness, recruitment, and retention
Develops an effective talent acquisition strategy ensures the district attracts, selects, and retains a highly qualified and diverse workforce aligned to its academic and organizational priorities
Demonstrates the ability to employ a "Grow Your Own" (GYO) staffing model as a strategic workforce development approach to cultivate a sustainable, high-quality talent pipeline from within the district and its surrounding community
Plans, develops, organizes, implements, and evaluates the district's comprehensive human resources and organizational development functions
Oversees all personnel processes, including recruitment, hiring, retention, promotion, transfer, evaluation, and separation
Ensures the implementation of school board policies and compliance with all applicable local, state, and federal laws and regulations related to personnel
Develops and implements strategies to attract, retain, and support a diverse and high-quality workforce
Designs and manages competitive compensation and benefits programs to enhance employee performance and engagement
Directs the development and maintenance of systems for classifying, managing, and securely storing employee data, records, and documentation
Oversees the preparation and submission of required personnel reports to state and federal agencies
Coordinates the preparation of personnel-related materials for Board of Trustees meetings
Ensures accuracy and compliance in salary calculations, contract issuance, and employment agreements
Develops and manages the annual Human Resources budget, ensuring fiscal responsibility and alignment with district priorities
Monitors expenditures and reconciles budget activity on a regular basis
Facilitates ongoing communication with district leadership and stakeholders to assess workforce needs and provide strategic HR guidance
Develops and disseminates HR communications, including handbooks, organizational charts, and operational guidance
Provides leadership in employee relations, ensuring adherence to ethical standards and legal requirements
Oversees the implementation and optimization of HR systems and enterprise platforms to improve efficiency and workflow management
Leads professional development initiatives for HR staff and supports capacity-building efforts across the district
Plans and coordinates districtwide programs such as employee recognition initiatives (e.g., Retirement Recognition Program)
Systematically analyzes staff performance data to identify trends and gaps, using these insights to make targeted recommendations that enhance employee effectiveness and inform strategic professional development initiatives
Performs other related duties as requested or assigned
Evaluation Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of personnel.Salary Information Classification: Executive Director, Talent Management & DevelopmentScale:Classified Exempt Administrative and Executive StaffGrade:SRDays Employed:230 per school yearRange:$87,750.00- $110,000.00 annuallyOvertime:Exempt
